Thank you for the quick check. The point of https://github.com/apache/incubator-netbeans/commit/d52b9a3fe5008e8a89a9c141953365954f701451 was not to copy license/notice (I'm aware of that mechanism), but being able to specify different license/notice. In the case of mojarra the base package contains apache licensed files and a notice file for included third party code, but we only use the TLD files to generate documentation from them. So I would argue the transitive dependencies don't hold true for the documentation package.
