#### What does this PR do? My pull requests #2748 and #2749 were originally split because the second depended on the completion of a reseed from the first. However, merging them in such quick succession is practically like not splitting them up at all. This pull request tries to fix this problem by deleting the code introduced in #2749, and put it in the patches.sql file instead.
