Isn't openSSL a C library, not C++? Speaking as a C++ plugin writer, I find the split less confusing because the purpose and use of those files are different. The split will also reduce confusion for developers working in the core and not in plugins, as it will be instantly clear which headers are valid for use in the core, and which are not.
