Just to clarify, the reason I did this change is that I think recording the 
sensor every time we enforce processing actually makes more sense than only 
recording it the first time we start enforcing, since each enforce-processing 
period may differ and hence the number of records it processed may differ, 
recording only at the first time may not give us right amount of "risk 
assessment" when it happens.
