Currently we have one to monitor the ledger directories ledger dir manager, and another to monitor the index ledger dir manager. The monitors are a bit of functionality wrapped around the ledger dir manager, and each one has a thread. A single monitor should be able to do the monitoring for more than one ledger dir manager.
