#### What does this PR do? moves fsnotify.v1 go library from traffic_monitor's vendor dir to the top-level vendor dir. This is a useful library that I'm going to use in cdn-in-a-box, and don't want it vendored twice. traffic_monitor build will still be able to find it.
Also modified LICENSE file for the change in this path.
