I think you need to set https://docs.trafficserver.apache.org/en/7.1.x/admin-guide/files/records.config.en.html#proxy-config-hostdb-host-file-path (and https://docs.trafficserver.apache.org/en/7.1.x/admin-guide/files/records.config.en.html#proxy-config-hostdb-host-file-interval )
