@hzxa21 I was thinking if we could avoid initialization of the indices altogether until an operation that requires us to initialize it. We then don't need any special logic in the index layers.
I think we should merge this PR regardless of whether we can do the above or not, so feel free to ignore the suggestion if you think something like that is not possible without adding more complexity.
