No, one of the plugins you are using is probably not ready for Cordova Android 7.x which moved some stuff around. Ionic CLI doesn't have any effect here by the way, it is probably unrelated and just triggered by you re-installing stuff.
Please create a new project (`ionic start` in your case) and install this plugin here only. If it works, this is not an issue of this plugin but your individual project. Find the difference, fix it.
