Traffic Ops should have a new endpoint, for importing the old "export profile" format. Just so people with exports in the old format lying around can easily import them into a new Traffic Ops.
Ideally there should be both an API endpoint, and a UI page for this. The endpoint/UI should probably also take parameters, for which old version. Right now we only have one legacy format, but there could be more if we change formats again in the future.
