## What changes were proposed in this pull request? Add new simple file based authorization. Implemented in RoleDao (currently only contains that file based authorization), can be used only with file based or JWT authentication.
## How was this patch tested? UTs passed. FT: with new docker env. if role is changed, login fails with 403 status code.
