As i said, this is repulsive to any contributor, including myself.
I don't think cleaning other people mess has any appeal.

And even if I was willing to clean other people mess,
your actual policy might allow previous or new "volunteers" to create more file 
and folders.

My belief is when you start a project, you try to create a comprehensive 
structure, so anyone (including your future self) can work with, without any 
harsh time.
That also involve that you ensure that you or someone validates any update by 
accepting or rejecting pull-requests.
I don't think saying to someone, "please re-shape your pull request so your 
tests goes into tests, your scripts and binaries goes to bin, your sources goes 
to src" before accepting a pull request is a lot of work. I mean you have at 
least to ensure it compiles before accepting the contribution, right ?
Clean your room, Invite people in your room, let them use your stuff, and then 
ask them to clean it before they leave.

Anyway, I'm sorry if I'm being unpleasant with my saying, and I assure you I'd 
rather prefer spend my time doing something else ... like contributing, but as 
it is right now, I think i'm done with apache-asjs.
