Yes, but the minimum cost, to make what R wants for a data frame. It needs the `names`attribute, to have the `data.frame` class and the `row.names` attribute set up, `IntegerVector::create(NA_INTEGER, -nr)` is a shortcut version that means `1:nr` for some reason.
