@swagle Initially this was implemented as tradeoff, to reduce number of messages from agent. After revisiting logic we agreed that we need a lot of logic on server to avoid corner cases here, and still won't be 100% sure that everything is covered. So now agent always sends up-to-date states upon registration (https://github.com/apache/ambari/pull/2380). And this logic is no longer required
