Looks that this is still needed, but I think the current concurrency control mechanism is too complicated. It's spanned over several classes including `DruidSchema`, `SystemSchema`, and `SegmentMetadataHolder`. This can introduce potential bugs and make maintenance difficult. Can we simplify this?
