As above, yeah, I'm not sure what the right solution here is. The test directory is named "v13", but I'm assuming we don't want to copy-and-paste the tests. And right now we can't, Perl doesn't serve `/1.4`, so the client and tests will just fail if they're changed to `/1.4`, and I'm not sure if we want to change that right now. I'm not sure what the versioning plan is for the API Tests.
