After some thinking, I will pause on modifying the pause / resume for enforced processing, but just for the bootstrap case where we want to make sure at beginning we will have all records before falls into the enforced processing (remember our default value for the config is 0, which means we will falls into enforced processing immediately if we do not get at least some records for each of the partition upon the first poll call).
