I am wondering, if we could unify `setTasksByHostState` and `setPartitionsByHostState` into one method? If we can translate `tasksByHosts -> partitionsByHostState` (or reverse) we could simplify the code (ie, translate once after rebalance, and have unified code everywhere else?)
