iBeacon data is 30 bytes long - there's no place for any other data there so reusing `ble_hs_adv_fields` structure does not make any sense because you cannot append any more data do iBeacon (they won't fit). For TX power please create separate PR (or force push to this one) with two commits: one for iBeacon changes and other for Eddystone.
