Added server option to control default behavior. When the pipeline option value is `[auto]` then the server option will be used. Example: ``` java -jar runners/flink/job-server/build/libs/beam-runners-flink_2.11-job-server-2.8.0-SNAPSHOT.jar --sdk-worker-parallelism=[stage] ```
