Change plugin tests to:

- [ ] test all relevant platforms
- [ ] are structured and built in a similar way
        - [ ] same libraries and versions
        - [ ] `package.json` npm scripts
        - [ ] CI setup and configuration
- [ ] are properly documented

Currently blocked by https://github.com/apache/cordova/issues/28
