## Description ## This fix enables two tests that were running too long - both of those notebooks were updated in the Straight Dope repository (https://github.com/apache/incubator-mxnet/issues/12345) It also updates a missing dependency and adds a check so that future breakages will trigger an error addressing https://github.com/apache/incubator-mxnet/issues/12743)
