I think, I am able to reproduce this issue, I even run into it in 4.11.1: ~~~ - remember a running router's internal name - stop management service - delete router from vmware vsphere - start management service - (router state is still running in cloudstack even it does not exist anymore) - restart network with cleanup=true of the network of this router (before the missing report has finished 3 times) ~~~
