Yes the agent needs internet access since it needs to download build  
requests from teamcity.xwiki.org (and probably upload build results).  
Technically there's the need to open a TCP port (9090 by default)  
with teamcity.xwiki.org.

Right now we're using TC version 2.1 but I'd like to upgrade to the  
3.0 EAP version soon since it has some nice features we'd like to try  
out too.

I'll provide more details soon.
