Every sub wiki has the quick links panel. The site is growing with the addition of several products (XEM, Watch), so we can't put all the links from all the subwikis in top level panels as they will become too cluttered and will take pages. I don't think it's unreasonable to ask the user to choose the product he wants to know about...
