XWiki works with almost any database. We haven't chosen HSQLDB as the backend. Check the installation guide to install it on the database of your choice. However we have chosen HSQLDB for the standalone distribution so that it's easy for somehow to try out XWiki. We needed a small footprint and embedded database of this and HSQLDB is a perfect choice for this.
