I think it's simply because we need a xwiki committer to review and apply your patch. I don't think Thomas has reviewed it yet. It's hopefully only a matter of days. It'll probably be in 1.3M2 unless Thomas has the time to review it in the coming few hours... BTW we have an automated build on http://teamcity.xwiki.org/ so as soon as it's applied you can get a built version of all XWiki products using it.
