it doesn't at all :)
it would only mean that this would be the place for "community" stuff and
not "xwiki project" stuff...
and in this "community zone", you could cut into 2 parts as you proposed...
It could also be possible to find the same document in 2 places on the
site... contributed reference docs could be accessed from the "community
zone" but also from the "documentation zone"... I know this can become hard
to manage but sometimes it can be ergonomic...
