To acces a plugin api o have to use $xwiki.<pluginname>. See
http://platform.xwiki.org/xwiki/bin/view/DevGuide/CreatingPlugins.
For rightsmanager plugin : $xwiki.rightsmanager will return you a
RightsManagerPluginApi object
