One of the recurring needs we're facing is people asking for Level1/Level2/Level3/Page1/SubPage2 , the way folders work in common OS ... Using tags we can implement whatever kind of relationship we might ever need between spaces & pages, without even knowing about it prior to its existence. With a rigid Space/Page hierarchy we're locked and have much less opportunities to adapt things when needed...
So all in all I'd be in favor of tags since they're way more flexible and allow for a great variety of use cases. However we could perfectly build a standard interface that does not change the Space/Page metapho for common users if that might be a cause of misunderstanding for them... So I'd be +1 for tags since they'd give us more opportunities and flexibility in the long run...
