You CANNOT create a space, EVER. There's no such thing as creating a space. You 
create a document in 
that space, and that's it. You can just display the link if you want to, but 
there's no way you can 
create an empty space.

This is one of the features of most wikis, you don't have to create a document 
before saving it. 
When you save a document, it gets created. It is like all documents exist 
already, but are empty. It 
is the same thing with spaces in XWiki. All spaces exist, but they don't have 
any documents in them.
