That means that project lead has the option to follow the list or not, like any other dev interested in that project, he/she is not forced to know what happens to his/her project. Is this right? On the other hand, following a discussion with Vincent, this makes full sense as the jira notifications are only supposed to privately ping a user about an issue, not to give the big picture -- the big picture would be handled by the mails on the list.
