Old issue.

I also remember that the default language was (and still is, AFAIK) FR 
in the start_xwiki.sh and that this was creating issues with XMLRPC and 
XEclipse on date conversions.

It know that Fabio resolved those problems, but shouldn't we switch to 
en_US as well if we switch to UTF8?
