Actually, I would encourage all students to: - submit a draft of their applications as soon as possible, so that we can detect conflicts in time and suggest good students to make a second application for a different project - try to make a second application for a different project anyway, just to be sure he has a second chance, even if he/she doesn't spend as much time on it. It will be possible to edit it later.
