The new blog application allows to have more than one blog in the same 
wiki (you can have one in each space). The GlobalBlogRss aggregates all 
the articles in the wiki, regardless of the blog they belong to. BlogRss 
aggregates only the articles from one blog. Now, the coincidence is that 
the default blog is also an aggregated blog, meaning that it collects 
articles from the entire wiki, too, so the result is the same for 
GlobalBlogRss and BlogRss without any other query parameters. The 
difference is that BlogRss uses the title of the Blog.WebHome blog, 
while the GlobalBlogRss displays the title of the wiki.
