I agree with what Sergiu has proposed in the past: - Allow using CSS 3 properties whenever they are used for visual improvements only and provided the degraded mode works fine. The only downside is that it's hard to test automatically but maybe we can make it testable somehow by moving CSS 3 properties in some other CSS file for example.
