Well I could do my rewrite for debugging and to get things working on my 
platform.  Then I can integrate both functions (upward/downward) into a single 
plugin, with some additional settings in xwiki.cfg (or xwiki.properties) for 
service ordering (up-only, down-only, up-down, down-up).
