Changes are supposed to be done directly on l10n wiki. For the dead translations you can easily delete them one by one on http://l10n.xwiki.org/xwiki/bin/view/XE/XWikiCoreResources?action=viewnonexistent&language=de Now i agree that there as been too much removed keys at once recently since a big cleanup has been done (which is not supposed to happen very often) so it would be too much a pain.
