The question is whether this will be 100% finished (i.e. voting time included 
if there are votes related to this, no hacks, no rushing, full testing) before 
end of the week? I think it's better not to include it if it's too rushed and 
instead postpone it to 2.4M1. OTOH it's nice to have it if it's done. Since 
this should be an extension, it could maybe even be released after the 2.3 
release (unless there are "hardcoded" ties with the platform).
