Actually only global visibility (across wikis) needs programming rights.
Local wiki visibility only requires the user to have edit on the macro
document. See
 org.xwiki.rendering.internal.macro.wikibridge.DefaultWikiMacroManager#isAllowed

We still need to agree we want to have wiki macros in the default wiki.
