True, but old users are important users and we want them to learn fast how to convert 1.0 syntax into 2.0 or 2.1 syntax. What would be the primer actions in this case? Even if an action is secondary, its text should be easy to read. Given the fact that the font size is small, maybe stronger color contrasts would help in order to increase readability.
