Depends on the project, depends on the future evolution, depends on the size and collaboration patterns in the team. I'm not an adept of the "one tool for everything" ideology, and I know XWiki is not the right tool for everything. If you need a simple publishing tool, then it's best to pick a tool which does only that, since it's most likely that it will do it way better than more generic tools. But some projects evolve, and then you might end up with a tool that's too limited to allow that evolution, and without knowing it, you'll be limited by the chosen tool.
