Hi Vincent, I will pitch in to give some background and to explain a little bit better. There have already been some emails about this topic in the past (see http://markmail.org/message/bzfcbyxrv6k2axjj and http://xwiki.markmail.org/thread/476b6jantztobrpx)
To sum up the Wiki3.0 project is a project XWiki SAS is taking part in and consists mainly in developing a prototype for an enhanced version of the XWiki platform that will include real-time collaboration and social-network-oriented features. One of these features is about "Workspaces" which are "virtual places where a group of users can collaborate on a given topic. A workspace implicitly defines a social-network which consists of the users who participate to the activities in the context of a given workspace.". We already agreed that this feature will be implemented on top of XEM (see http://markmail.org/thread/476b6jantztobrpx) so the final contribution will be a XEM extension that will be eventually merged in the current XEM distribution. This is where the community can help by giving us feedback so that we could develop the prototype according to this feedback in order to facilitate the integration in the XEM platform, and this is why we have put an initial description on the design page of xwiki.org. Hope this makes thing more clear.
