If you follow these rules, and IMO you should, there is no reason not to submit the package to debian at least in contrib... or if not, could you tell what is precisely blocking ? If there is some real blocker have you check if ubuntu (which more relaxed) is a better option ? I really see an opportunity here if the package goes in, many debian/ubuntu users only adopt official packages.
