Not sure this is a useful option. Couldn't we be smarter and do:

- for 1, always display the home menu
- for 2, never display the home menu
- for 3, display the home menu to global user only

For edge cases, provide a variable in layoutVars that maybe overwritten
by layoutExtraVars to always display or hide the menu. By the way, it would
be nice to have layoutExtraVars in the XWikiSkins class by default.
