The easiest for it is probably to write a mediawiki writer module for WikiStream (http://extensions.xwiki.org/xwiki/bin/view/Extension/WikiStream+Module). The idea is that you just you put XWiki instance or XAR modules as input and your meiawiki module as output and run WikiStream. Your module will receive standard "events" that you will convert into whatever you want (in this case a mediawiki dump or REST calls to a mediawiki instance).
Best is probably to start from XAR writer module in https://github.com/xwiki/xwiki-platform/tree/master/xwiki-platform-core/xwiki-platform-wikistream/xwiki-platform-wikistream-streams/xwiki-platform-wikistream-stream-xar (this contains both XAR writer and reader). WikiStream is pretty young and did not had time to write much documentation yet but feel free to ask all questions you have.
