It does not work that way, mails are created based on users bookmarked
pages.
If so, then why I do get OOM error and Notifier seems to be the cause?

Did you disabled auto watch in your user profile as I suggested in a
previous mail ?
IIRC I replied[1] that I'm using Admin solely and it does have disabled
auto watch by default and you already replied to it too [2]
