To me it sounds more like a blog application bug that should make sure to
not interpret whatever the translation contain (for obvious security
reasons to say the least).

Now on l10n wiki side, I'm not against using ’ in a translation but I find
dangerous to automatically convert what might be here on purpose (' itself
is an escaping syntax in translations containing parameters for example).
