I'm not a big fan of admin tools as standard module. It's a handy extension but last time I looked at it it was quite frightening (lots of things not working at all, most of the script assuming they were executed on MySQL, standard properties like xwiki.db and xwiki.db.prefix not taken into account...).
Implement in standard some of the features of that extension why not (plus I'm sure it would be quicker and less dangerous than trying to make admin tool clean enough).
