The examples you see in http://extensions.xwiki.org/xwiki/bin/view/Extension/JIRA+REST+Integration are simply wiki content you can put in any page. The only constraint is that you need to have programming right (usually comes with admin right on main wiki) to be allowed to write groovy scripts.
